To achieve the stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous interference with the climate system.

Government obligation:

To regulate levels of greenhouse gas concentration in the atmosphere so as to avoid the occurrence of climate change on a level that would impend sustainable economic development or compromise initiatives in food production.
